If Init/Erase isn't sufficient, this does a triple pass over your media with varying patterns (you can even specify the pattern):

$ Analyze /Media /Exercise=Full

as this is a built in part of VMS not a layered product then you can boot from any VMS CD and use this to wipe the system disk. This method of erasure has been accepted as good enough by various commercial entities including the present owners of VMS.
